¶ Stalwart of the Mountains
The Free City of Halatis has a long history in the southern Gilscrag Mountains. Here are the great lords of old, protectors of the land. Fierce and cunning, they ally themselves now with the Order of the Galgabron and the Silver Swords. Their own orders of knights patrol and protect the kingdom as well, and their deep cavern ores provide a source of wealth that is the envy of the empire.

- Restrictions: Currently looking for development assistance with the infrastructure of the area, to build into a city that spans a good portion of the southern mountains. Will need help laying out streets, sanitation, utility buildings, etc that would support a realistic city in the area.
